【Yahoo新聞報道】以色列 3 月 23 日向於加沙向救護車開火,紅十字會及紅新月會國際聯合會(IFRC)證實,襲擊事件導致 8 名巴勒斯坦紅新月會(PRCS)醫療人員、6 名民防救援人員及 1 名聯合國職員喪生,指是自 2017 年以來對其人道救援工作人員最致命的襲擊。以色列軍方承認曾向「可疑車輛」開火,亦證實有救護車和消防車被擊中。

綜合外媒報道,該批來自紅新月會的救援人員於 3 月 23 日在拉法(Rafah)阿哈沙欣(Al-Hashashin)地區執勤時失聯。直至 3 月 30 日,當地救援隊伍才在被封鎖的現場發現並挖出他們的遺體。除 8 名紅新月會醫療人員外,另有 6 名加沙民防人員及 1 名聯合國人員同被證實在同一事件中遇難。紅新月會表示,仍有 1 名救護人員 Assad al-Nassasra 失蹤。

IFRC秘書長 Jagan Chapagain 強調,死者均身穿明確標示標誌的制服,乘坐有標記的救護車,屬受國際人道法保障的工作人員,「他們應該能平安返家,但他們沒有。」紅新月會指出,自 2023 年 10 月加沙戰事爆發以來,已有 30 名工作人員在執勤時被殺。

聯合國人道事務協調廳(OCHA)指出,救援人員是在「一個標記著緊急燈號的救護車殘骸旁的亂葬崗」中尋回死者遺體,並強調現場遺體部分遭埋於沙下,需要動用重型機器挖掘才能尋回。

以色列國防軍(IDF)在事件後聲明,部隊向一批「未開車頭燈、無緊急標示、亦無事前協調的可疑車輛」開火,部隊擊斃哈馬斯(Hamas)和巴勒斯坦伊斯蘭聖戰組織(PIJ)成員。IDF 亦在另一份聲明中提到,部分遭擊中車輛為救護車及消防車,指責武裝組織反覆利用平民設施進行軍事行動。

紅十字會重申,醫護人員及醫療設施受國際人道法保障,任何襲擊均屬違法。PRCS 則批評「以色列針對紅新月醫護人員的行動,可被視為戰爭罪,並應根據國際人道法追究責任。」
